In 1997, SPA-SOS (Naturewatch's partner in Kyiv) revealed the brutal way in which stray animals were being butchered. It costs Kyiv citizens US$800,000 for this, leading to suspicions that much of this money goes nowhere near the strays.
In 2004 another investigation showed that little had changed. The animals that were being kept alive at the municipal facility were in squalid conditions - but many strays never made it. Those with good pelts were simply killed and skinned.
Late last year, video footage showed that stray animal collection still continues in the same way. Poisioned darts were being used in full view of passers by. In secluded woods, vans met up and dogs were killed straightaway or despatched according to their destination.
